Small new build site with scaffolding

Scaffolding in South Woodham Ferrers

CM3

Twincliff puts up scaffolding in South Woodham Ferrers, CM3, from the town centre and the estates off Hullbridge Road and Burnham Road down to the sea wall on the Crouch. A Southend-on-Sea firm, run by a family that has scaffolded in Essex for 40 years, up the A130 and A132. The person who surveys your job prices it. Our own crew erects it and tags it.

A town built in one go

South Woodham Ferrers is Essex County Council's own town. The council set out in 1972 to build a new riverside country town on the farmland east of Fenn Creek, adopted the masterplan in 1974, cut the first turf in 1975 and saw the first house occupied on Fennfields Road in 1976. Asda opened in 1978, the Queen opened the town square in 1981, the 1,000th house was occupied in 1982 and the 4,000th in 1988, and the council sold its last housing land in 2002. The town had 16,026 people at the 2021 census. Every house was built under the county's Design Guide for Residential Areas, which required Essex characteristics, so the town reads as one piece: pitched roofs, brick and boarding, closes off a ring of distributor roads.

That matters to a scaffolder because a town where nearly every house went up between 1976 and the late 1980s reaches the same repairs at the same time. The first estates are now fifty years old. The work is re-roofs on the original concrete tiles, replacement of boarding, fascias and soffits, hip-to-gable and rear-dormer lofts where the roof structure allows, and rear extensions. See roofing scaffolding and loft conversion scaffolding.

Closes and the lorry

The layout is the Design Guide's: short closes and shared surfaces. Many elevations cannot be reached by a lorry, so the materials are carried in from where it can stand, and where it stands is agreed with the client and the neighbours before the day. On a close a scaffold that takes the pavement takes the only pavement, so the footprint is planned to keep it passable. The station, opened in 1889 on the Crouch Valley line from Wickford to Southminster, electrified in 1986 and renamed South Woodham Ferrers in 2007, is a single platform.

The river and the wind

The town sits on the tidal Crouch, east of Fenn Creek, behind a sea wall and bunds, with a flood siren tested every year; the town centre and the southern streets near the river are low-lying. The south side of the town is open to the estuary, and sheeting or debris netting on a scaffold there turns it into a sail. Ties, sheeting and netting are decided at the survey for each elevation, and netting goes on only where the work needs it.

North of the town

Chelmsford's adopted Local Plan allocates the land north of the town, on the far side of Burnham Road, as a strategic growth site for around 1,000 homes. Countryside Properties applied for up to 1,020 homes there in 2021, and outline permission for a first phase of 200 homes was granted in 2023. The big housebuilders bring their own scaffold. The small builder on an infill plot or a self-build at the edge does not, and we do sites up to about fifteen houses, one programme and one number. See extension and new build scaffolding.

Chelmsford City Council and Essex Highways

South Woodham Ferrers is in the Chelmsford City Council area, and the city council is the planning authority. The roads belong to Essex County Council, so a scaffold on the public highway is licensed through Essex Highways. Only the scaffolding contractor may apply, so we do; Essex Highways takes 15 working days from receipt to process it, the licence is valid for two weeks from the date of issue and can be applied for initially for up to 26 weeks, and a renewal takes three working days from receipt. A house on its own drive needs none. A parade in the town centre does, and the lead time goes into the programme.
